my boyfriend and i havn't had intercourse yet, so he feels me out "down there" do you think he likes to make me feel sooo good, that he is teasing me by making me feel soooo good, that he is waiting for me to say: "have intercourse with me now"?

Not necessarily. If you two have discussed the fact that you're not going to have intercourse, he could just be working with what he's got, because he knows he's not going to get any more!
But on the other hand, many boys do have ulterior motives, so you can never say for certain.
