Im in LA, and i sold my car last year. The buyer is responsible. All u need to do is go online to the california DMV website. On there is the title transfer paperwork. Along with ur pink slip, you sign the pink slip and the title transfer over to the buyer. Make sure u get the exact mileage off the car before u sell it. It would probably be in your best interest to also make up a separate contract that the buyer signs understanding they are buying the car as is, receiving full custody on that date and day, with the exact mileage. That way if there is a mechanical problem, or if when you give full custody of the vehicle to the buyer and they take a while to register it into their name, you are covered if they get a ticket, because they signed for the vehicle. Also if they damage the car mechanically they can't sue you. After all that, you are only required to mail the title transfer to the DMV office in Sacramento. You do not need to go into your local dmv.

In Texas, it is the buyer cause he is buying it. Even in the new car dealer, the buyer ALWAYS pays fees for tax, transfer, and anthing else, if he wants the car.
