Rice is more carbs. But, it does have protein in it. These are incomplete proteins and are different than complete proteins provided by animal products. Rice and beans together provide the components of complete proteins, though, which is why it is a common mix.

Grains are incomplete proteins. You need others (either grain or veggie) to complete the protein.
