Circuit boards may have multiple layers, so it may be very hard to isolate the short and even harder fix it.

To find a short, you can create a simple "connectivity tester" using a light bulb (say a small flashlight), a battery, and two wires

A-----wire---- (-) 1.5V battery (+)---bulb-----wire--B

If there is a short between A and B, the light bulb will light.

However, I suggest you call a TV repairman

Theres is no easy way. Years of experience and highly trained technicians.

I suggest taking it to a local TV repair shop.

Think about it - If there were an easy way the TV techs would all be using it too!
