Check into a car auction and newspapers from the more rural areas. It can be really hard to find a vehicle that works for under a $1000.

Craigslist.com but as for the lemon, most states have as-is laws on used cars so make sure that what ever you get have a mechanic look at it before you buy. Not getting a lemon is completely in your hands.
