Actually it would Mohammed who was pretending the Koran came from God and isn't just a bunch of folk wisdom and things he borrowed from his wives and the Christians and Jews around him.

THe context is very important to understanding what is meant:

Jer 8:8-11

8 "'How can you say, "We are wise,
for we have the law of the LORD,"
when actually the lying pen of the scribes
has handled it falsely?
9 The wise will be put to shame;
they will be dismayed and trapped.
Since they have rejected the word of the LORD,
what kind of wisdom do they have?
10 Therefore I will give their wives to other men
and their fields to new owners.
From the least to the greatest,
all are greedy for gain;
prophets and priests alike,
all practice deceit.
11 They dress the wound of my people
as though it were not serious.
"Peace, peace," they say,
when there is no peace.
(from New International Version)

Just owning or copying words of the Bible are of little value when they are interpreted to please people instead of giving the understanding which God intended.
NOTICE: These "wise," "prophets" and "priests" REJECTED what God was saying to them. Instead they trusted their own wisdom ......and prided themselves in what others had said about them in the past:

Deut 4:5-8

5 See, I have taught you decrees and laws as the LORD my God commanded me, so that you may follow them in the land you are entering to take possession of it. 6 Observe them carefully, for this will show your wisdom and understanding to the nations, who will hear about all these decrees and say, "Surely this great nation is a wise and understanding people." 7 What other nation is so great as to have their gods near them the way the LORD our God is near us whenever we pray to him? 8 And what other nation is so great as to have such righteous decrees and laws as this body of laws I am setting before you today?
(from New International Version)

Those who say they teach God's word need to be diligent in seeking God when they teach it.

There may have been false religious leaders, that lied to people about what the law said.

I think it was God rebuking the people of Israel for pride... it seem like they they thought they were especially "wise" and became arrogant because they had God's law. Well, God was rebuking them because some of them had "handled" the word falsely.

It happens from time to time, because of false and deceptive "religious" leaders that pretend to serve God, but do not.

It means Israels disobediece makes God seem like a liar becasue his scripture that all of the scribes wrote down does them no good because they are not listening to it.

Regardless of how it is used, God's Law is perfect and those who observe it are wise. People try to mess it up, but ultimately it is good and wise.
