I always fear uncooked egg when I slice to make egg salad sandwiches.

For the absolute PERFECT hardboiled egg. Put the eggs in cold water and bring to a boil. Boil for exactly 2 mins then remove from heat and cover for exactly 11 mins. Its the 13 min rule and it works every time.

There is no exact time--it takes longer at lower altitudes because water boils at a lower temperature. Also, once water is boiling, it will cook faster if you put salt in the water--it raises the boiling temperature of water and thus the egg cooks faster.
I always do 10 minutes after the water starts boiling to make sure. If you then give the egg time to cool down in its shell after you pull it out, it will cook further as it sits on your countertop.

it depends on how hard you want the egg.

3.5 to 4 minutes, soft boiled with a runny yolk.

10 to 18 minutes, hard boiled egg, hard yolk.

Some cooks recommend putting the eggs in boiling water, and then take the water off the heat, with removing the eggs after 13 minutes.

Cooking hard boiled eggs at sea level, takes less time than cooking them at altitude. This is because the temperature of boiling water at sea level is 212 degrees Fahrenheit, or 100 degrees Centigrade.

Water boils at 10,000 feet at a lower temperature degrees 88 degree C. An egg will take longer to boil, so you have to adjust your time accordingly, or eat soft boiled eggs instead.

Put the eggs in cold salt water (to seal potential cracks).
Bring to boil.
Cover, remove from heat and let sit for 15 minutes.
Put eggs in ice water (to stop the cooking process and prevent that grey ring around the yolk).

Needs to be adjusted for more time if you are much above sea level. (Yoyo is incorrect, water boils at a HIGHER temp at lower altitudes, more air pressure equals more energy required to boil.)

To check if an eggs is hard boiled, spin in on the counter and quickly stop it and release. If it stays stopped, it is done, if it start slowly spining again, the inside is still liquid.

I always use an egg time to be sure, but it's usually 3 minutes. One great way to check to see if the egg is done is to take it out of the boiling water and place on the counter top. Spin the egg like you would spin a toy top. If it spins, it's done! : )
