Usually rubber with a lot of carbon black added to make it more durable. But it can vary, some use synthetic composite materials. I'm not sure about disc pads, I've seen rubber ones on really cheap discs but most are some sort of crazy voodoo.

Brake BLOCKS are made of rubber, brake PADS are usually asbestos and copper:- a material usually referred to as ferrado.

Some are made of hard rubber, carbon wheels require cork brakes.

I dont think they are just made from just rubber, as rubber is too soft (many people think tyers are made of rubber, they're Not)

They will be made from a rubber subsitute (perhaps nylon) and will contain carbon and fibers such as recycled card board.
