A very good question!

History shows that during Vietnam...President Johnson attempted "micro manage" the military based upon public opinion!

History also shows that President Reagan handled the political side of the issues yet allowed the military professionals the ability to make "in theater" decisions based upon their knowledge and expertise!

With technology as it is today....battles are fought in "real time" and monitored from different parts of the globe. For instance...the drone aircraft in Iraq are often times flown by someone in Washington DC!

Actually battlefield activities can be decided upon by a miriad of military and civilian administrators to insure both the military and political situation are addressed BEFORE an action is taken!

As "Commander in Chief" the President is ALWAYS the #1 "honcho" but well advised by a staff of thousands of experts in the field!

The executive branch is the decisionerator of war on most things, but has to seek congressional approval. The congress was swindled into allowing the war, and now they are trying to stop Decisionerator - Judgement day when he sparks up dem fighten wurds wit dem I'eraneans an' day bring' China in wit 'ern and knock out our satelites, power grid and all communication. They already know how.

Ultimately yes. I mean look at this troop surge.All Commanders on the ground have told him it's a bad idea so what does he do sends em anyways.If that isn't pure fact as to the Chief having the only say I dont know what is.
