I wouldn't come out and tell him you like him. Forward isn't bad but it's better to feel things out. Just ask him to do something with you that's not quite a date but will tell you whether he likes you?

If you are in school ask for some help with a class project, if you are at work ask him if he has time to look at something you're working on. If you know him socially ask him to check something you might need fixing, car, phone etc. Play to his ego this will show him you need him and it also shows you trust him which by definition you wouldn't do either if you didn't like him even a little bit right? Then from there you can go to the next step and have a real date! If it doesn't work out you haven't gone to far yet and you can still be friends.

Telling someone you like them is awkward sometimes and this will work better I think. I know with women I have always used other means to tell them I like them instead of just coming out and telling them. If I know they like something, I.E. They tell me they like a certain candy, or like candles etc... I'll go and pick them up one. It shows you care enough to listen to them and also that you are willing to put some effort into getting to know them but doesn't make you feel foolish if they don't feel the same way.
