I put hard puppy food in the bowl first then canned on top.
Do that for about a week and then start using less canned and more hard. Mine are four and a half weeks and doing hard food just fine. Be sure to use puppy food so mom may still help with some of the clean up.
Once puppies start getting teeth it hurts the mom and its their natural way to start weining. Once they have teeth they are to be used. My mommas will usually let the babies nurse a little after they eat their hard food but once they are not getting any nutrients from mom they need to get started on their vaccination schedule with your vet.

We have some 3 week old pups in our shelter right now.
We're feeding them liquid puppy formula and raw hamburger. Pups this young can't handle a diet of all solid food yet.
Remember that if you bottle feed puppies, you can't lay them on their backs to feed them; they need to drink sitting up. You can put the formula in a shallow bowl if the pups are mobile enough to stand up to it and lap it up.
The raw hamburger is sort of an "in between" food: not liquid but not real solid (like chow) either, and it's easy for the pups to digest. In another week we'll start slowly adding the solid kibble to their diet.
Don't add the kibble too quickly or your pups will get diarrhea.

We have had very young puppies at the kennel where I work. (Don't remember exact ages.) The mother dog was in bad shape and couldn't feed them all so she stopped. We took over and feed them a milk formula that you can get at Wal-Mart. Wasn't long before they were eating canned food mixed with the formula. Formula is really good for the puppies and I recommend using it. Also, remember that puppies need to eat every 2-3 hours.

There is puppy formula you can purchase. (Petco and Petsmart). There are also kits you can purchase at these stores that provide bottles and cleaning brushes.
Talk to you veterinarian for some good suggestions.
But the puppy should be weened onto regular puppy food AFTER 8 weeks.

No get them puppy formula. You can get it at the vets office or at a pet supply store. Their little tummys can't handle solids yet and baby formula doesn't have the right nutrients

If your puppies will eat puppy food, mix formula with the food to make it soft. Just so you know they are getting what they need in there diet.

At 3 weeks old you should do both. Use KMR (Mama's milk substitute) and a mix of hard/soft puppy food. For the next couple of weeks, reduce the amount of KMR you give them. After they are only eating regular food, reduce the amount of soft food until they are only heating hard kibble.

Stick to puppy formula until they are 4 weeks and then SLOWLY start introducing wet food, after that watered down dry food can be introduced around 5 weeks.
