It's technically called a "philtrum" and according to wikipedia (link below) below, it exists to allow a dynamic range of lip motions necessary for human vocal and non-verbal communication. In other words, so we are able to express a wide variety of sounds. Cleft lip is related.

dont "need" it, its just a function of how the structures come together at that point.
