i know its not a bill collector cause everything is current. they don't give me enough time to answer it. when i call back, the phone is usually busy or it rings until it disconnects. i've been to a site about pay phones, and that number was on there. what is going on?

Some cell phone company allow you to block a number. You can always do that.

it's probably someone messing with you. or, the pay phone is broken. either way, just don't answer it when that number calls.
