I am pretty sure all you need to is get your justice of the peace certificate, and if you check out with your local government office they will tell you what else you need to perform weddings. You would perform non religious weddings as these would be considered a state wedding, most judges, ship captains, and and in some areas a notary republic can perform a marriage of the state

Begin by researching other chapels in the area,. find a location - make sure you have all the right zoning permits, building permits, etc. Once you have that ready - start advertising - local papers, all the bridal shows, etc.

Do you have a building or are you doing this out of your home?
Where are you located?
Is the building inviting or does it look like a.....building?
If it's in your home, are there zoning laws?
There are 'open flame' laws; are you willing to pay that insurance.
What about ample parking? Are you in an area that people will want to come to?
What do you want to offer?
Are you doing this alone or have partners?
Are you going to be the officiant?
There's so many questions that need answered first.

First become an ordained minister. That can be done by going to www.ulc.org. Then follow their steps to to become certified in your state. After that build a church and then sing the priase of the lord. Amen

become an ordained minister, then get a location, then and probably most important would be the placement of advertising, If you already have a church then you have a start. don't be afraid to advertise, god approves im sure and it might be good for the parish or what ever ya'll call it
