Headhunters are people who are usually freelance that are contracted by a company to look for the 'best person for the job', usually for an important position.
Say there is a chemical company who is looking for a chemical engineer...they will employ a headhunter who will search through other chemical companies looking for someone who's qualifications are best for the job, then contact them and offer them a salary a bit higher than the one they are currently earning, or a benefits like that..

Headhunting is a generalized term covering company's hired to find qualified applicants, usually for higher level jobs. Corporations hire them either because they don't have the manpower or don't want to expend it to do the same job. Screening app's can be pretty complex.
