because people never learn...they see the consequences of polluting and they still go on polluting,it's just human nature i guess

Because there are so many people. It isn't technology, it is the number of people. If there were only 6 thousand people in the world instead of 6 billion, then even if all those 6 thousand people polluted just like they do now, they world would be pristine.

Because it saves factories money to pollute.

The cost of pollution to the factories is nothing. Those costs are paid by the rest of us.

So the government needs to make factories stop polluting. They do that some, but conservative critics say the government should stop doing it.

In that case the factories will choose to go on polluting. Why not, it saves them money.

It's all about the money, honey. Some rich pig decides not to spend extra money to clean up his factory, and lets pollution happen.
