I've tried talking to the owners, but they continue to leave the dog outside 24/7, and it barks the night away.

Someone shot and killed two non-stop barkers in my neighborhood. The owners never tried to stop them from barking. It's the owner's fault not the dogs. Keep calling the proper authorities until you get results.

First thing to do is to keep a detailed record of the dates, times and duration of the barking. Animal control agencies may bring you a barking log, a paper to keep all the records of the barking. If possible, get video with sound of the barking. You have the burden of proof as the officers are not there all of the time like you. See if you can get the neighbors to call in reports too.

I can only tell you what my uncle did. He taped the neighbor's dog barking and then played it nightly for 2 nights through an amplifier for the neighbors. After the second night, their dog stopped barking!

I would tell them personally how the barking is affecting your life and sleep. If it doesn't work being honest, then give their dog a nice large rawhide bone at night. Be sure its nothing that he might choke on. Get a large one to keep him busy.

Good luck!

Call the police, in most cities it is illegal to allow your dog to bark all night long, they usually allow for a certain amount of time for them to bark (the longest I've ever heard of is 10 minutes), but after that it is a fine.
