I woke up this morning with rash and red mark allover my body, I don't if this because of the cold weather (i just back from travelling from south east asia, tropical country), might be from the extreme weather changing or from the nyquil medication I took because I have flue/sore throat (but it never happened before).
Which doctor I should go? derm or?

You can go to your family doctor because general practitioners cover a large variety of things. I know, I used to be a nurse.

If you go to a specialist the charge will be more and the treatment the same as the family doctor will prescribe.

Also, many dermatologists have made rules not to see patients unless sent by referral.

You would probably do best to see an allergist. Though dermatologists have some training in this matter too.

Now, while it is quite possible for you to be allergic to Nyquil, you might also be allergic to your laundry detergent. I say that because you described an all-over rash.

Good luck!

I'd start with a GP because it may be an allergy reaction instead of a rash.
