They are measured out in a specific weight and then the chips settle towards the bottom of the bag during shipping,so there's always some space at the top.

It's commonly called hidden cost increase. The companies decrease the amount of chips in the bags, but leave the bags the same size. Say you have a 16 inch tall bag, and it has 15 oz of chips. The next year, they decrease the same size bags to 13.5 oz per bag, and leave the price the same. You never notice that you are getting less chips for the same price.
This is a common practice with everything, from soup, to chips, and everywhere.
Plus the chips settle in the bottom to make the bag look even emptier.

During processing the chip bags are filled. During transportation and handling of the bag the product will settle. In many chip cases the chips will break thus condensing the product even more.
No worries mate. If you buy a 24 oz bag of chips you are getting 24 oz of chips. Enjoy!

They are full when filled, but during shipping they settle making it look like less. It's still the same weight as originally put in the bag.

they are normally full but if u over fill them then the person who is eating them will get extra fat and heart problems and high cholesterol so the person who is eating the bag of chips from the chippy when they finished they have to get up and get more to save them from sitting on there fat arses all day at least that would be some exercise for those lazy shits lol
