Not exactly sure what all this is about... It depends on where you live as to what the area decides is mistreatment. Some places have rules for Domesticated Pets and some have rules for Animals raised for human consumption (farm animals). Animal testing or otherwise known as Vivasection, can be consider cruel only if the animal itself when not being tested on is not being cared for in a proper or timely manner. Meaning it must be fed, housed, cleaned, and cared for medically as long as its not being tested on. Animal testing though in itself if following the guidelines is not considered animal abuse. Though thats not what i think I believe all testing is cruelty. I am one person though not the law. Animal Neglect and Animal Mistreatment and Animal Abuse are all basically the same thing but there are degrees of each, and depending how they are prosecuted. Each one gets diffrent punishments, and fines. There is so much information if you call a Local Shelter and Law Enforcment agency in your area, They will have pamphlets and lots of papers, they can even copy the Law Codes right from the Law Books for you. Also do research on the web for Vivasection you will find video clips, especially if you look up sights for P.E.T.A they have all tha gruesome stuff to look at. Call a PETA rep and they can probably send you clips and photos in the mail.

I did a report for my speech class in high school... and my topic was animal cruelty. Check out the ASPCA they can give lots of facts about animal abuse. Also look into circuses, many circuses do not treat there animals in a humane manner. Try to find individual stories of animal abuse. That's how I opened my report... with a story of a cat who was abused and was eventually sodomized and murdered. This was a true story. If you want video you could show some video of dog fights or clips off of the animal planets various shows such as animal cops. The difference between animal mistreatment and animal abuse is the owners. Some owners love there pets and don't hit them and don't abuse them... but they simply do not know enough to take proper care of them... Animal abusers are people who knowingly neglect or abuse there animals. For example a person who mistreats an animal may not take the animal to the vet if the animal is limping around. A person who abuses an animal leaves a dog to sit out in the back yard and let is starve for no reason.
Good luck on your report. I hope it rocks. There needs to be more light shed on this horrifying topic. Here are some sites that might help ya. Take care.

Animal testing is about the most evil thing I know of.No one should be able to test on a poor defenceless animal because its not like the animal can say yes this hurts or yes this lotion makes my fur look fluffy I HATE testing
