I think basically you'll find all the information you need on the Internet. Make up your mind where exactly you want to live and than find out as much as possible. Don't forget, that for most countries you'll have to apply for a work permit before you can move there.
The cost of living varies, I just moved from Europe to the Bahamas and I think it's rather expensive here. I've spent some month in Jamaica a couple of years ago and it was really cheap.
As for your kids, depending where you come from and what kind of education you want them to get, you might have to consider private school and that's very expensive.
But before thinking about moving, I would try to spend some month there and see how it works for you. I'm a single mom with 4 kids and we had to sacrifice a lot to move here, but it was well worth it and we love it.

Otherwise, the emphasis is very much on keeping out the foreigner and giving jobs to locals and this will be the way in which the Immigration Board operates as well. What's more, you'll have to have the sort of skills which attract a high income, as housing, utilities and most other things are much more expensive than where you come from, especially as you have a family to cater for. You will, moreover, have to pay for private schooling for your children.
