I'm making both.
I'm helping a friend with her wedding. I'm making the invitations for her but I'm secretly making the congratulations card too.

Sincere congratulations to both of you on the wonderful occassion of your marriage and the vows you have made to each other. Today is a very special and important day for both of you, for it marks both the continuation and beginning of the most significant relationship you will have with any other person on this wonderful planet we call Earth. Because of the love you share for each other, each of you has committed a life to the other, and it is from this commitment that other special virtues in each of you will continue to grow. From the commitment will come further acceptance, compromise, and understanding of and towards each other so that your relationship will continue to positively grow in ways you had only previously dreamed about."

I went onto invitation web sites and looked around before I ordered mine. Although you are making them, you could still look around and find the perfect saying for what you want. They had all types of sayings for each kind of invitation/thank you etc.

Although this one is from the Bible, it doesn't "scream" religion: Love knows no limit to its endurance no end to its trust, Love still stands when all else has fallen. - 1 Corinthians 13:7-8 - Or how about something like this? As your marriage brings new meaning to love, so your love brings new meaning to life Hope this helps...and good luck to the newlyweds!

for the congratulation, my favorite is:
"Here's to your happily ever after!"

for the invite: any online invitation site (like jeanM) will have dozens of examples you can copy for free. just go thru the demo to see them.

hope this helps! :D
