Then how can a scientific experiment be repeatedly proven?

If it is chaos there would be no stable laws.

If the "what" is unintelligent, how does it remain stable? How does natural processes remain stable with no guiding force?

Take for instance the laws of inertia, it accurately predicts the outcome of a collission between any two objects traveling at given velocities. By your 'logic' the hand of God would have to be involved with every single collssion from those of sub-atomic particales up to and beyond a city bus smashing into a honda.
