she's been licking herself like crazy..in her crotch...she's 1 yr...and its swollen...is she in heat?

Haha, she is very much in heat. Those are the two biggest signs (aside from blood!) that she is indeed in heat. Licking and being swollen.
Advise: Keep her indoors as much as possible. Since she isn't fixed, get some diapers. They sell them at Petsmart I think. If not, go to dog.com. They have some called "seasonals". I bought some for my chi as well. Just make sure you measure her.
Overall, yes, she's in heat. Yes, you need to keep her away from all male dogs and if that means keeping her inside I would advise it. I don't think you're a breeder so if she got pregnant this would be very hard on you. Especially since smaller dogs, like Chi's, have been known to die during delivery. I think it's just too much for their little bodies.. :[

P.S. If there is no blood, don't be alarmed. If it's her first heat, there's a chance there might not be any blood at all. Then again it could be the worst one she has and it will get easier over time. Just to be on the safe side, I'd take her to a vet. Just to make sure. Better safe than sorry!

usually that is a sign that your chihuahua is in heat. and if you are no careful a male dog will be running to your house. and it is really best to have her fix
