It is the same in California. Only the curb lane can turn right on red.

I'm willing to bet that you're referring to a lane that has a red arrow for a light. If this is the case, the answer is no. A red arrow always means no turn on red, a fact lost on most motorists.

If the light is a solid ball and California allows a right turn on red, and absent a sign declaring no turn on red, then yes, you can turn on red -- after you stop.

Depending on state rules & regs, you can turn right on red in the outer lane unless it is posted otherwise.

It depends on the state you are in. Generally, if you can turn on red then it doesn't matter which lane you are in. However, make sure you "keep your lane" so as to avoid a collision.

In Ohio you are unless there is a sign posted. Here, it says, "Right turn on red, curb lane only."

It really depends on what state you are in. As an added precaution, don't unless you have a drivers law book handy.
