According to the CIA.gov website employment FAQs:

Do I need to be a United States citizen to work for the Central Intelligence Agency?

Yes, you must be a citizen of the United States when you apply to work for the Central Intelligence Agency. The CIA does not assist individuals in applying for US citizenship.

According to NSA's employment FAQs:

4. Do you have to be a U.S. Citizen to apply?
Yes. Only U.S. Citizens are eligible for NSA employment.

5. What about dual citizenship?
Individuals who hold dual citizenship are not precluded from applying for positions at NSA. Dual citizenship may raise questions about foreign preference or loyalty that need to be resolved favorably before a clearance can be granted. These concerns can vary from case to case and will be addressed on an individual basis.

Yes, federal government employment requires US citizenship.

"Join" isn't quite the word I was thinking when it comes to NSA or CIA staff.

Staff is "recruited" based on an individual's *profile*, which contains his/her background (which I am certain needs not only to be patriotic, but with at least *some* preceeding family history), his/her academic history, work history incl. any military service or government work, and psyche profile (based on both test scores and independent evaluations).

If you are not a US citizen, you cannot carry the proper credentials to work for either of those organizations.
