Question is do we need to file state taxes in South Carolina or in Georgia, or both?

Both. You can take a tax credit in your home state for what your net payment to Georgia is. But all in all, you end up paying the higher of the 2 tax rates.

Both, assuming that both have state income taxes.

Generally when you live in one state and work in another, you file a non-resident return in the state where you work and a resident return in the state where you live. Normally you take a credit on your home state return for the taxes paid in the state where you work.

Do the GA return first. Then the SC return, taking the credits or exclusions that SC allows for income taxed in GA.

You will need to file in SC but on the tax form it will ask you for out of state income. For more info go to irs.gov
