How can scammers load unverifiable money on prepaid mastercardsand visa's?

My cousin ordered a prepaid loadable mastercard with his name on it, it allows you to load funds straight on the card by purchasing the green dot card from CVS , in the amount of money you wish to load. Somehow he lost this card and some thief was able to fraudulent load the card with cash, now my cousin is being scrutinized and left paying the debt, and yet the credit card company refuses to tell us how this could have happen

report the lost card to the police and talk to a lawyer

Once your paypal account is verified, then order the item again.
