Many times we try to adapt to surroundings though, at home our practices may be different. It is better we learn the right ways of doing things.

If I am at home, I usually leave the tea bag hanging out, as I like for it to steep all that time. If I am out and about, I use my teaspoon and lift the bag out of my tea cup... I learned the polite way first, and now I can choose whether or not to use my manners in my own home.

Tea drinking is an art.
The tea bag should be removed from the cup or the mug, on to a holder for the tea bag.It should not dangle from the cup.
When tea is taken in a cup and saucer, then the cup should not be filled till the brim and the tea should not trickle out of the cup to the saucer.
If tea is taken in a mug, try to keep a small tray so that tea does not spill out.

For Heaven's sake you are supposed to take it out before you drink the tea. The right way to do it is to roll the tea bag round the spoon gently squeeze against the bottom of the cup then remove and keep it in the saucer.

That depends on the circumstances. If you have a saucer, it is considered appropriate if you take the tea-bag out of the cup. (sometimes its necessary because otherwise the tea becomes bitter)
If you have been served in a cup without any saucer, then it is perfectly okay to let the tea bag remain in the cup while you enjoy the tea.

I think taking it out & putting it on the saucer would be more proper but I'm not sure if that's an etiquette thing or just more practical. It tends to get very strong if you leave the bag in, and if you use sugar it's also more convenient to take the bag out and stir.

There is no other option you can hold the cup in one hand the tea bag in other and forget the saucer or hold it in your mouth and forget the tea. You can always role the tea bag round the spoon squeeze the flavour and keep it in the saucer.

Good manners says after the tea has brewed to your liking, take the bag out of the cup before you atart drinking it.

Depends on what country you are in. Americans don't care because tea drinking is not cultural. The British serve it from a pot. And I am not sure about anywhere else.

Depends on where you are and how strong you like your tea.

To be proper teabags in cups aren't supposed to be used but tea is to be steeped in a teapot and served that way.
