Surgery is hard on animals. Her system is just trying to get back to normal. I'm sure she has discomfort, too. Like in people, being up and around helps the digestive/intestinal tract get going. If she is sleeping a lot, the intestinal tract tends to be a little slow.
If she doesn't have a bowel movement by tomorrow, I would call your vet. They would be more than happy to answer your concerns. (I'm always bothering my vet!)
My dog had surgery on both of her legs and she didn't have a bowel movement for 4 days! I have never seen so much come out of such a little dog!!! (MinPin)

It maybe a few different things. Dogs in pain will pant, first of all.
After surgery they also use panting as away to rid there lungs of residual anesthetics. General anesthetics, slow down all the systems in the body. The GI tract is usually the last to "awake", also remember she was fasting before surgery. Once she starts eating, it may take a few days to eat enough food to produce any waste. I'm mom to Chloe, a 2yr old choc lab, who has a habit of eating only things bad for her, which have landed her in "doggy er", and "doggy surgery" far to many times. She is now worth more than my home, lol. Oh, one more thought, most pain meds can cause constipation. If she is up to it, maybe try and get her to move around more, walk her if she can tolerate it. Panting is a sign of pain in dogs. Make sure you give the pain meds as described. If it continues or you believe your dog is in distress, call your vet and discuss it with him.
The lack of bowel movement may have to do with the fasting I assume you did before the anesthesia. May also have to do with the medication. Don't worry so much about that unless she seems to be constipated and having trouble passing stools. Again, call your vet if this seems to be the case.

My guess is that her routine of bowel movement was interupted.Ask the vet what you can give to help the dog.
