Twice in the past 2 weeks I have walked by my neighbor's house and he is sitting in front of his window with the blinds all the way open, completely naked, playing with himself. He is an adult male, not a kid.

My first reaction is just to look away, but then he faces a busy street, and maybe he just likes the thrill, but I'm worried about children walking by, or a school bus, or something.

Should I just ignore it? Or do I have some sort of responsibility to report it, or say something?

I would rather just ignore it but I worry that maybe he's a serious weirdo.

Usually what people do in the privacy of their homes is not subject to police intervention, but in this case, your neighbor seems to be pointedly making his behavior "open and obvious" to the general public. In this case you do have a right to report him for the reasons you have already stated.

I think I'd ring the bell next time and have a word with the freak.
Chances are he is doing it for attention and taking great pleasure ( from more than just the obvious) in freaking out the whole neighborhood, give him what he wants: attention.
I'd be willing to bet if you went and pounded on his glass while he was sitting there playing his organ, he'd never touch it with an audience again.
You did say it was a busy street- so it's not like he's going to grab you or anything.

He's a serious weirdo. Can anyone understand doing that where children could easily see it? I hope not 'cause you'd be a weirdo too. This guy is a problem waiting to happen. Report him to the police if you don't want to confront him yourself.

Without question call the police. They will answer that complaint swiftly. They may request a written complaint as to what you observed and when.

My town handled a similar complaint of an elderly male doing that in his window. He needed serious help mentally. Do the right thing before something bad happends.

If he is in a window in the front of the house, then he needs to be stopped. Inform the police.

If this was visible through a back window into his bedroom, I'd say that you have the problem, but no one should be exposing themself in the front window of their home on a busy street.

Its completely criminal to take a seat on your individual backyard day or night. as far as peeping in buddies living house windows from yet another backyard sitting in a chair - thats not undemanding to do i might think of. shop your living house windows curtains or blinds closed at night! in case you have aircondition it incredibly is. Its a no-brainer that persons desire privateness. At night that privateness is given away once you hold the living house windows open. Even human beings passing by on the line in front of your place can peep in at night once you have the lights on. everybody i be conscious of of tries to maintain the living house windows closed at night. once you are the only doing the peeping - you prefer help. if your neighbor is the only sitting in the backyard, I doubt he's peeping at your babies from his chair in his backyard at night. Now if he's on your backyard peeping in any window - call THE law enforcement officials ASAP and have his butt hauled to reformatory. And shop your living house windows closed.

It is considered indecent exposure when the person is in clear view of a public street. You can report this to the police and they will take appropriate action, hopefully it won't happen again.

It sounds to me like he's an exhibitionist. I think you should report him, because even though he's in his own home, people have the right to walk down the street and not see some strange guy's member hanging out.

Well, I think you should call the police. More so, he is on a busy street. There is a greater chance of him doing this and KIDS will see him. This is wrong. He should be reported.
