It can damage the eyes, although a cat's instincts would likely cause it to turn away before any damage occurred.
Other than that, if it's a standard laser pointer (see below*), not too much to worry about. As someone else said, it's like teasing them with string (or a flashlight).
* Note that most laser pointers are relatively safe. However, some may not be. Industrial lasers can be quite dangerous. And some cheap laser pointers have not been checked for safety -- it's possible that they are made too strong or will malfunction. While this is unlikely, there's always that chance that your neighbor's laser pointer COULD burn a hole in something, including kitty.

No teasing a cat with laser pointers wont' harm them. If you shine it right in their eyes then yes. My kitten loves chasing the laser around the house. I get him to the point to where he's panting. It's funny watching cats chase the laser around the house. Plus it gives them a reason to get rid of some of the kitty energy they have.

Cats love laser toys The movement and motion is very stimulating to them and they chase after it as if it were a bug or a rodent. The only thing is that is potentially dangerous about a laser toy is that the cats must not look into the laser light. It will damage permanently damage their eyes. I would just ask your neighbor to be mindful that the cats are not looking into the laser beam.

Have a laser pointer for my 6 cats and they love it. Just make sure the light does not get in their eyes....

Just make sure that the cat doesn't get too excited. My frined did the same and wound the cat up so much that she laughed too hard and stopped moving it. The cat then jumped on her lap with all claws out and left nice blood marks in her thighs.

Nope - it's a great way of engaging cats in play. It's especially good for nervous cats as they can't see it's attached to you.
Like with humans though, you shouldn't point it directly in their eyes.
When I got my cats from a rescue centre, the vet actually suggested I get one to bring my anxious kitty out of his shell. And it works! He does Matrix-style wall running when I use it!

My cat waits until I get home from work for our playtime, and he loves the Lazer , I point it on the door and he jumps for the light , it is good exercise and fun too . One thing that makes me laugh, is that they just don't get it that they will never be able to catch it !

so long as the laser isn't shone into the cat's eyes. i play with my cats with a laser pen. it is, without doubt, the best cat-toy in existence (except a half-killed rodent/bird)

as long as he isnt shining it in the cats eyes ,I dont think its a problem. I take my sons lazer pointer and circle it all over the floor and walls and watch my 2 german shorthaired pointers try and "catch" it..
