i live in Jacksonville,Florida......can i file for a bonded title, if so how do i make that start because i called the tax collectors place were u do title and registrations for your car and they act like they have no clue what that is

Also I Have a Car Title That Was Never Transfered to the person i bought it from. I Heard that i can contact the court house and have a court hearing and get the title regisitered in my name like that. But i have no clue on how to start that process, who to call up or talk to

Bonded titles are NOT exclusive to Texas...whatever the guy above me says. You should talk directly to the Department of Motor Vehicles or its equivalent in Florida. They are the people who process that work so they would be able to give you details. Don't know for sure if FLA does bonded, Illinois does...
As for the other title issue, that is considered a third party sale in Illinois and is illegal. What happens is that when an owner fails to rightfully title a vehicle, he is cheating the IRS out of sales tax. Again, FLA may have different restrictions and allowances, so it is always a good idea to call the DMV when you have title or registraion questions. If you get all the information, there is less chance of anything slowing down your processing, and no fear of anything coming back on you. Good luck!

Well, first you would have to move to Texas, because a bonded title is a very specific Texas law thing.

1. What is a Bonded Title?

A bonded title is a process used in Texas to provide title to vehicles when the proper evidence of ownership is not available. The bonded title law was past by the Texas Legislature in the late 1980’s to provide an alternative to a Tax Collector Hearing to secure a Texas title for Texas residents. Many counties in the state no longer hold hearings.

2. Who can apply for a Bonded Title?

Someone who has purchased or was given a vehicle and did not receive a title or bill of sale.
Someone who purchased a vehicle and only received a bill of sale.
Someone who purchased or was given a vehicle and only received an improperly assigned title.
Someone who purchased a vehicle and received a title and has since lost that title and can’t locate the previous owner to obtain a copy.
Out-of-state residents may only apply for a Bonded Title if the vehicle is titled in Texas.

As to your second question, if you purchased a vehicle from someone who didn't have a title in their name, you will have to go back to that person and have them refund your money or get you a clear title. If they didn't have the title in their name it was not theirs to sell. Period.

Someone owes the state the state tax or excise tax plus registration on the first sale. I'm sure you don't want to be the one paying those fees. Plus a vehicle must be transferred within 30 days of the date of sale in most states, or there is a penalty to pay, and I'm sure you don't want to pay that either.

Never ever, under any circumstances, buy a car without a clear title in the name of the seller. Memorize that.
