I would check with your state DMV website. In my state, you pay your sales tax (3% in NC) at time of purchase. You also pay your registration fee, which the dealer sends into DMV for you.

When the car is titled in yor name is when you pay the sales tax. If you are buying it from a dealer, it could be included in yor financing, if cash the dealership will inlcude it on their invoice. Percentages differ from state to state. Some states will take off the trade from the purchase price, some don't. Some take any incentives off the purchase price, some states don't. But the actual sales tax is paid when the car is titled.

if you buy the car at a dealership, you pay the taxes right there.

If you buy a car from an individual private seller you pay the taxes at the DMV when you transfer the title to your name.

How much? Multiply the sale price (example: $10,000) times the percentage rate in your state (Example: Florida = 7%). the answer would be: $700.00 in taxes.
