This depends on the breed of dog, if proper shelter is provided, and exactly how cold it is out. If temps drop below freezing, it's very important to have a proper shelter where your dog can go to stay warm and dry.

Certain dogs want to be outside in the cold. Huskies and such love it. Dogs like boxers or chihuahuas won't find it so pleasant. It all depends on your dog.

With proper shelter & accommodations, though, most dogs can stay out in the cold. A good dog house sheltered from wind & weather, filled with cedar chips or some old blankets and towels would be suitable. But for me, personally-my dogs stay inside with me. If I didn't want their company, I would not have offered them my home.

huskies, rottweilers, long-hair sharpeis, large breeds like chesapekes, labs, and newfoundlands yes. However, if temps ever get below freeaing for more than a few hours, they should be let in. Dogs should ALWAYS have a place to escape the wind/snow/rain/weather. A dog house, kennel, or even a lean to is a good investment.

Depending on the breed, you have to be careful. Toy breeds are not hardy in cold weather.

It depends upon the breed. Husky, Akitas, St. Bernards are made for cold whether. Personally, I don't know why people have any dogs outside while living in town. What kind of life is that?

I have dogs who have lived outside for over 30 years. If they have well insulated dog houses and are kept clean with straw, yes. Have not lost a dog yet to freezing.

I am freezing to death begging mu butt heads to come in. They are having a blast. Little patches of Ice and snow. Poop frozen to the ground can't be scooped I can't figure out why the fools want to be outside all the time now that ist freezing.

That would depend on the breed and how long you plan on leaving them outside.

Personally I think its cruel to leave any dog out all day or night.

Not all breeds are well suited to outdoors, but the short answer to your question is yes.
