I have a tumor in my lower spine. They just checked out the rest of the spine and head and didn't see anything else. But I was told by the tech. that what the tumor looks like with the fluid injected in my arm can help tell whether or not it is cancerous. Is this accurate?

An oncologist told me if cancer cells are present, the dye illuminates them.

Only due to their experience of viewing these things daily. But in order to confirm, they will still need to do a biopsy.

No, a biopsy is needed to determine whether it is cancerous or not .
