First off sirens are audible and lights are visible. The lights stay on for a few reasons. First, to warn other motorists of a potential traffic hazard, so you don't get hit! Secondly, red lights mean stop. If a cop turns off the light, somebody may think they don't have to stop anymore. Lastly, you are right, they are annoying!! If someone getting pulled over is focused on annoying lights and not killing the cop, that is a good officer safety tool!! Just like the spot lights at night, officers use light as concealment to make their approach to a vehicle. It is important for cops to always be alert and use every tactical advantage they can find.

The reason the still flash is for the safety of the officer as well as yours. Although it may seem like they do so everyone can see you it isn't. One can see the lights flashing for quite some distance so other cars on the road can avoid them.

This is particularly important at night when vision is reduced, especially if the weather and road conditions are poor.

To protect the police officer, who is going to have to get out of his vehicle, often on a busy roadway. This puts the officer at risk to be struck by oncoming traffic.

It also makes drivers slow down some, which means they have a bit more time to react and avoid said officer.

Sure, people will rubberneck. But that's because most drivers are idiots.

Umm sirens don't flash, they make sound. Lights flash.

The lights stay on for safety - it alerts other drivers that the cars are along side of the road. (Works too - how many of us resist the chance to see the other poor sap gettin a ticket for something we probably did a hundred times on that same stretch of road!)

Sirens don't flash, lights do. It is a safety issue, so neither you you get hit by a passing car........

I don't know I guess it's to let the cars going by that they have stopped someone but I'm just guessing on that. I don't let it get to me.
