Body Armor (an IBA), the type you get issued when you get deployed is meant to be used to stop bullets and protect you from shrapnel. An IBA comes in the traditional small, medium, large, x-large size. It's also pretty heavy and worn on the outside of your uniform.
A bullet-proof vest, like the one issued to the NYPD is not as durable as the IBA, but it's custom made to your body so that you can wear underneath your uniform and is lighter.

There is no such thing as a "bullet-proof vest." This is a term created by the media to describe body armor.
NO type of body armor made will stop all bullets; a .50 caliber round will go through six inches of steel, so I don't think body armor will stop it. Most body armor comes with insertable steel plates that slide into a pouch covering the center of the wearer's chest; this gives added protection over the heart area from high caliber weapons like the AK-74, but even that round will go through the plate if the distance is close enough.
Body armor is designed to protect the wearer from small caliber protectiles fired at all ranges, and from higher caliber projectiles fired from a distance. They're very efficient, and have saved countless lives.

Body armor is any bullet or knife resistant clothing that is worn over any part of the body. It's an all encompassing term and covers things from helmets to shin guards and from knife resistant mesh to machine gun resistant armor that soldiers wear. Bullet proof vest is a colloquial term specifically for a piece of body armor protecting the chest, back, and/or underarm/sides from gunshots. Usually referring to the common handgun level chest armor, such as worn daily by many officers. It's a bit of a misnomer, because no vest is bullet "proof". Each vest level has a certain amount of protection, rated up to a certain power cartridge that it's resistant to.

Body armor has CERAMIC blocks/inserts that can "stop" heavy weapons fire. It is expensive.
A bullet-proof vest has rubber, thin metal sheets and can stop pistol and fragments. It is cheap.
