like, when they say numbers on the CB radio. what do they mean?

Truth of the matter is... there is no true answer. The radio codes, which are usually numeric or alphanumeric or both... can be unique to the department specifically, used by the region's law enforcement or in statewide use. For example, in Wisconsin where I work, there is a broad spectrum usage of what's referred to as ten-codes. As a previous person joked 10-9? If I were to use that code, dispatch would re-relay the message they had sent because due to inteference either from the radio itself or the situation I was currently in made it impossible for me to understand or hear the original message. It's used by law enforcement mostly to cut down on radio traffic, rather than be secretive in their communications. There are some codes that indicate that information that's forthcoming should be away from the subject... i.e. They have violent offender tags, or have Warrants out for their arrest and so forth. So long answer made short? It's really dependant upon where you live.

Police do not use CB radios. They use a communications system designed especially for public safety communucations.

Each agency has its own codes. Asking on this forum won't get you much help unless you give specific information on where you live and what agency you want to monitor. A code one place may have no meaning elsewhere, or a different meaning someplace else.

They vary from state to state and department to department. I worked corrections in Texas for many years and had the 10 codes memorized. I then went to work for corrections in Delaware and the 10 codes were completely different. You can use a search engine to find 10 codes for just about anything including CB's.
