Look into non-profit groups that fill your niche. There are many in the USA that may meet your needs, and you might be able to combine aid programs. For example if you are raising children with AIDS and to promote awareness, separate non-profit companies will be interested in funding that aspect, which you may use as you see fit while still fulfilling their requirements. Once you get in with one group, you will likely get more funding the next year.

Once Bush is out of office expect more hands-on non-profit groups to be able to guide & train you. The current policy is to throw money at it and not pay attention to who gets it - often scam artists or thieves.
