What is the red ring of lacquer for on ammo (7.62) where the bullet inserts to the casing and again where the primer inserts? I'm thinking waterproofing - if that's it, is it effective? Can ammo with this be submerged? Does ammo without it get ruined if it gets wet? Tks

The lacquer is just moisture proofing. Military ammo is were this is most common because it extends the shelf life of ammo. I have shot surplus ammo that was over 20 yrs old that was treated in this manner.
This does not mean you can store your bullets under water. Eventually, even lacquer gives way.
If you drop the bullets into the water they will be protected.

The lacquer is to waterproof the ammo, and most rounds that have it on the case mouth also have it around the primer.
It is effective, but don't deliberately submerge it to test it. If nothing else it will corrode the case a bit and might make it stick in the chamber.

The red lacquer is a hermetic seal to protect the powder from moisture. It is very effective. I have Federal American Eagle 357 magnum ammo that has it and Winchester 357 that does not. It depends on the manufacturer.

It is waterproofing, and it is marginally effective. Brief exposure to water isn't normally a problem with no sealant, and prolonged exposure is going to defeat the sealant and/or corrode the brass, but there is a little advantage somewhere in between. Some obsessive handloaders use nail polish for the same purpose, and commercial sealants are available, but most folks find it too much trouble for the little good it does. That's why it's normally only found in military ammo.

You would have to laquer the seam inbetween the bullet and casemouth and primer to make it waterproof. Sometimes just the primer is laquered.
I do not like laquer because it comes off on your gun.

back in ww 2 the japs use to lacquer their bullets and i see a lot of millitary bullets from russa has it i thinks it works or whey would have stopped useing it
