You want a car with group 1,2 or 3, go here for a list of all cars within those groups:

http://www.parkers.co.uk/insurance/

Also do a few quotes on-line on insurance compaines on the different cars.

We have a 19 year old son - not the cheapest to insure!
He had an S-reg 1.0 litre Corsa, that was the cheapest we could find without buying a total nail when he first passed his test.
Someone ran into the back of him on the motorway in October and wrote it off, so we had to find a replacement. With two years' no claims bonus there wasn't a lot of difference between all the 1.0l cars, but we were surprised to be able to insure him on an S-reg 1.3l Ford Ka 3 for the same amount - it's got air con, power steering, electric windows, everything the Corsa didn't.
We went on an insurance website - I think it was Budget- and input his personal details in one browser, then in another browser got the Autotrader website, and just went through the ads putting various car details into the insurance browser, getting loads of quotes. Just to get an idea of the cost of various cars.
Only problem was, over the next few days we received tons of post from Budget, all our quotes in writing!

There's not so much a make of car, but they do go on engine size etc.

The cheaper options are:

1.2 engine or below
3 door rather than 5 door
the older the better

Other ways to make your insurance cheaper include:
Parking overnight in a garage or drive
Putting an older relative as a named driver (this saved me £60 by putting my mum on my insurance, even though she never drove the car!)
Increasing your excess
Going 3rd party instead of fully comp
Getting a industry-approved car alarm and immobiliser
Doing an advanced driving course

Also, something I've learned is your job can make a difference. For example, I'm a journalist and when insurance companies hear that, they bump up the premium because they assume I'll be rushing around putting myself in dangerous situations. Now I put myself down as 'writer' and it makes it cheaper!

Insurance rates are not set for the type of car that is insured. They are set by the driver they are insuring. It's not the car that is insured, it is the driver that is insured.
If you are a poor driver, the chances of the insurance company paying out a claim are very high, therefore your rates will be high.
If you pay $2000 a year in insurance premiums and I, as your insurance company, end up paying several claims a year for you that total over $2000, I've lost money. Therefore I will no longer insure you or charge you a much higher premium to cover my costs.
