Buy a dictionary and an English novel ("The Catcher in the Rye" by J.D Salinger is one of my favorites). Read. Watch a lot of English-speaking television shows (without looking at the subtitles).

Of course by speaking english as much as possible.
But also you must learn to use an English dictionary fully.
This is because it contains a special Pronounciation key and this if you know it, tells you exactly how to pronounce each word. (It also gives you all the definitions and roots of the word.)
Learning the correct pronounciation and practicing it will
make you more able to be understood when you speak english.

I would first get cable and watch only stuff in english, practice it as much as posible, and study/practice grammar. The most important is to speak to be able to perfect the accent. Although I'm not from England, I would recommend immitating an english accent as it is easier to pronounce for foreigners.
