January and Febuary will be the cheapest since the weather is not all that great and there is not that much going on.
I would go with April or May since the weather is great in those months and everything is starting to happen. Not to hot yet, but the rainy/cloudy season is basically over.

I don't know why anyone would tell you to avoid winter in LA, as the temperate weather in LA is the reason people live here.
February is the rainy month, but it doesn't rain nonstop (usually!) Typically, it will rain one day then clear up the next day then rain again. The biggest downside when it rains is the locals drive even worse than when it's dry.
Probably the same applies to Vegas, but it gets hotter sooner there, so plan accordingly.
Have a lovely holiday.
Anytime in that area should be fine. Avoid July and August, at least inland, as it is hotter that hell. The beach area is the place to be then.

Winter is not that bad of a time to come. It's the "rainy" season but that doesnt mean much down here. It hasn't rained that much at all in the past 6 months. It's cooler though, anywhere between 60-75 during the day and chilly at night, 40's. The normal though for most places is 65-73. But winter is actually the sunniest time of year in SoCal b/c we don't get any fog or marine layer. Probably March or April would be best, the "rainy" season will be ending and it's usually upper 60's to mid 70's during the day. May is not a good time for weather in SoCal if you want to see the sun. May and June are the cloudiest months down here, especially near the coast. They call it "May Gray and June Gloom" down here. B/c of the weather pattern mid May to mid June is really overcast. It's not cold or foggy and doesnt rain, but overcast. It's still in the 70's but not sunny, especially near the coast.

I had been in LA during the spring break and the traffic was horrible. Avoid the weekends and the holidays.
I also went to Nevada last March and the trip was smooth. No traffic along the way just in downtown Nevada.
It was raining during this season and I missed the parade in Disneyland. Almost everybody bought the raincoat and umbrellas there.

you should just wait until the summer so you can hit all the beaches! =)
well seriously.. if you are thinking of doing attractions ie a lot of walking around, it would be good to go when it's still cool, like late winter/early springish, probably around march. we have great springs here. but once its around easter is when it starts to get hot again and you don't want to be here when it's hot (unless you plan on being at the beach all day... which brings me back to my first statement lol).
