I would like to make a small water fountain for my garden, but without it using any electricity, or solar power, i want to make one that works just by the power of water... if ya get what i mean

First, the previous answerer is recommending a perpetual motion machine. That would be violating the second law of thermodynamics and you would have to go to thermodynamics jail.

However, there is a way to do what you ask. But it is somewhat involved. Attend.

You need to make a vertical cylinder/piston arrangement with a heavy piston and the fountain-reservoir water entering the cylinder above the piston through a check valve. Another pipe leads from this section of the cylinder, through another check valve, to the fountain. So, as the piston descends, the cavity above it is filled with water from the fountain reservoir. As it ascends, the water in this cavity is pushed through the fountain.

The cavity below the piston is connected to the water main via a valve that opens when the piston is at the bottom of the cylinder and closes when the piston reaches the top. A separate line connected to the cavity below the piston connects to your house main water supply line. So, this gadget will be inserted between the water mains and your house.

Assume that the lover cavity of the device is empty when installed. This opens the valve to the water mains and the lower cavity is filled. As it is filled the piston rises pumping water through your fountain. When the piston reaches the top of its travel, the valve closes and the piston stops. Pumping also stops.

When someone in the house turns on a faucet, the piston descends providing water to the user while, simultaneously, refilling the upper cavity with water from the fountain reservoir. When the piston reaches the bottom of its travel, the operation repeats.

This device pumps water through your fountain using the water company's electricity and not your own. It does not require solar power, and it uses the power of water to pump it. Therefore, it meets all of your requirements.

the romans have a fountain like that. It is in the piazza and I can't remember what the name is though. the fountain works on kinetic energy and pressure of water. Your fountain will have to work on a pump system with a water wheel to turn the pump to move the water to a point elevated above the fountain so gravity and water pressure move the water out of the fountain and back to the pump uphill and... I believe the fountain in rome doesn't recycle its water though. Yours will almost certainly have to.
