My girlfriend's male coworker ducktaped her hands. Is that ok?

My girlfriend said she let her male coworker "friend" to ducktape her hands at work for fun. It happened at least twice. He also drew a temporary tattoo on her hand. Is that ok or should I tell her its not acceptable?
