It's a whipped cream.

It's mostly chemicals and hydrogenated oils. It's certainly not icing-although it is possible to use to ice something, it won't hold up as well as a standard icing.. It's more like whipped cream, but with enough chemicals to maintain its whipping for weeks after it was whipped.
