Let us just call them people---that is what they are. I do not know about you, but I am tired of hearing people refereed to by race, size, nationality, ethnic group, religious affiliation and every other conceivable label other than their name, or that man or that lady or that girl or that boy when the person's name is unknown. Pigeon holing people according to category is rude and disrespectful. Learn a person's name, if you can, and call them by it. You will gain their respect.

to be correct we prefer "little people" as the term midget often refers to a person in the circus, otherwise referred to as a freak.
i get highly offended when someone calls me a midget or a dwarf, as i am 4'8".

It is always most politically correct to use a term for any group that the group itself uses in referring to itself.
Adults whose height is 4'10" or under call themselves "Little People." There is an organization called Little People of America, with international branches with names like "Little People of Australia" and so on. In their membership qualifications, they state: "To join LPA, you must be a little person (usually but not always defined as an adult height of 4'10" or under as the result of a medical or genetic condition), a family member, or demonstrate a well-founded interest in issues relating to dwarfism."
So, using "dwarfism" to refer to the conditions and "Little People" to refer to the people will be the least demeaning and offensive.

In the sense ‘an abnormally small person’, dwarf is normally considered offensive. However, there are no accepted alternatives in the general language, since terms such as person of restricted growth have gained little currency.
PERSON OF RESTRICTED GROWTH, small person, short person; midget, pygmy, manikin, homunculus.
MINIATURE, small, little, tiny, toy, pocket, diminutive, baby, pygmy, stunted, undersized, undersize; Scottish wee; informal mini, teeny, teeny-weeny, itsy-bitsy, tiddly, pint-sized; Brit. informal titchy; N. Amer. informal little-bitty

If you talk about a dwarf in a fairy tale, then it's a dwarf. If you talk about a person, then it's a small person
