Which terrorism are you refering to? Terrorism in general or "terrorism" in the USA?
Terrorism in general is caused by terrorists (their motives varry depending on what message they are trying to send)
As on who is responsible for terrorism in the USA that is a gray area, some would argue that is The government (for various reasons such as their foreign influences , and "world bank" affiliation) Where as others would argue that it was "the axis of evil" etc, I think it is the media who is responsible for terrorism, if they are doing a bloody report on an earthquake or a plane crash they will mention terrorism in their report " Oh a building fell down in City X today because of an earhquake, Specialists say it is NOT a terrorist attack." Get over it, sure bad **** happends, but think about some of the other poor countries that have to deal with bombings every day.

Everyone has a fraction of the responsibility, small fractions scattered, for bringing the world to this pass: everyone has the ability to do something, ever so small thing it may be, some little contribution towards wiping out the malady of terrorism> some day, some generation down the line will realise this and put the act together!

It's not "SO-CALLED" Terrorism - it's TERRORISM. The people responsible are the ones who do it and the ones who support them.

This is a loaded question. We trained and financed and armed the Al-Quada in the war against the Russians in Afghanistan during the 80's and called them freedom fighters, then we pulled out left them high and dry and now face them as our newly found terrorist enemies. You do the math.
