Masterpiece is a term which includes how painting was painted, if artist included all the laws about the balance, light, colors, dynamic of the elements on the picture, if composition is interesting and wright. There are a lots of things which make art piece good or bad. Art theory is dealing with these problems. Da Vinci wrote a book about this, it's called Tratatto della pitura.
But on the other hand art historians are exaggerating, because da vinci became interesting in past few years, because of the book (da vinci's code) and all. I haven't met an artist who would do just masterpieces. It just don't exist.

Based on what? Everyone who has ever studied his work, every expert, critic, enthusiast, collector, art historian, ALL the informed, have concluded that Da Vinci's works were masterpieces of art. It is by this kind of consensus that ANYTHING is determined to be great, regardless of what kind of art, literature, music etc, you're discussing.

They are masterpieces 'cause they were made by a mastermind. Leonardo's genius was obvious on anything he did, as well as his paintings. They are just inspirational and exquisite in technique and composition.
